Investigations Manager

UC DAVIS HEALTH SYSTEM

The Investigations Manager (“Ethics and Compliance Manager 1” Grade 26) is responsible for the strategic and tactical development, implementation and maintenance of the UC Davis Health Investigations program. The Manager provides oversight for all ongoing activities related to the investigative audit and investigations activities that occur at the UC Davis Health campus related to a multitude of regulatory issues. This includes the audit and investigation of several high-risk activities including intentional privacy violations, fraud and/or abuse, drug diversion, and conflict of interest. The Manager is responsible not only for the performance and oversight of complex investigations, but also for the development of system-wide incident responses to prevent future incidents from re-occurring. Also responsible for the development and oversight of UC Davis Health’s Surveillance program intended to detect inappropriate access to protected health information in electronic systems.

REQUIRED

  • Bachelor’s Degree; Juris Doctor, Master’s degree in Business, Health Care Administration, Public Health or equivalent experience preferred
  • Extensive experience working in compliance or in a health care setting, or related experiences
  • Experience conducting investigations
  • Comprehensive knowledge of the laws, rules and regulations that govern health care privacy including but not limited to: HIPAA, HITECH, OCR advisories, and CMIA
  • Comprehensive knowledge and experience of operational & regulatory expertise in privacy and investigations
  • Extensive analytical reasoning with the skill to navigate complex problems and provide resolution to senior leadership
  • Proven effective interpersonal, verbal and written communication skills
  • Leadership experience implementing new systems and processes that improve the overall effectiveness of the unit and proven success training, mentoring, leading and motivating staff through a team approach
  • Experience managing a high work volume with changing priorities, frequent interruptions and in stressful situations and work cooperatively with a positive attitude
  • Experience maintaining a high degree of discretion, integrity, and sensitivity to confidentiality and privacy
